It treats the file as what it is: a small, strict list that is easy to get wrong and hard to notice when it is wrong. Each row pairs a user agent with paths to allow or disallow, and the output assembles those rows into a file body you can paste at the root of a site. Paths have to begin with a slash, because a full URL is not valid in this file, and the tool refuses one instead of trimming it into something that looks plausible. Warnings cover the two failures that are checkable from the text alone: an exact path appearing in both an allow and a disallow for the same agent, and a block that ends up empty. The page does not pretend to model crawler behaviour beyond that, and nothing is fetched, published or submitted anywhere. Empty user-agent rows are rejected rather than silently dropped, since a rule block without an agent applies to nothing and is the most common way a hand-written file ends up doing less than its author intended. A block left empty and a rule that contradicts an existing one are both flagged, since either silently weakens a crawl policy.
